No. You're just thinking about it wrong. 10km eggs can hatch all pokemon that ca be hatched from eggs. 5 km eggs hatch 5km and 2km pokemon.

Pokémon Go considers areas with high data usage to be good places to spawn mons. Gas stations, parking lots, hotels, but not by type.
