Not at all. When a powerful Sith was buried, their ghosts often haunted their tombs. I don't think it is the same as what Qui Gon did though

Not sure about Disneyverse, but Dagobah was haunted by a Sith Yoda killed and Yavin IV had a Sith ghost. Qui-gon wasn't the first to do it.
