The white pariculate is vapourized plastic...once it gets hot enough to ignite, it burns poorly with flame inhibitors making black smoke.

Just let it burn off, and have the utility co shut off the connections (if possible, idk with this one). It burn means that it's 2/3

One of the things you are seeing here is incomplete combustion. That smoke is super flammable but not burning due to lack of oxygen.
So when the plume I’d smoke goes up in flames, that’s the fuel finding the oxygen it wants. In house fires, this is what happens when you
Open the door. If you see that thick oily smoke, you know there’s a ton of unburnt fuel inside waiting for oxygen. I think it’s a backdraft?
