For one, this contraption doesn't actually do anything in the game besides look cool. The crops don't change color based on if they are 1/2

There is a mod called Funky Locomotion for moving tile entities such as Agricraft sprinklers, but it's not this smooth, nor circular.

There is a mod called Agricraft that has sprinklers, which speed up crop growth, though. No mod I know of that has color based on watering.
