It would shatter his constantly-projected image as a "Strong Leader" while also mean admitting it was a mistake to invade in the first place. (And, in the machismo-based viewpoint of "strength", admitting to being wrong is "weakness".)
putin's whole shtick seems to be that he's massively crippled his country's leadership and population just to ensure he stays in power. everyone beneath him is inept and corrupt and they've got plenty of probably illegal and definitely inhumane chemical weapons to deal with dissidents, assuming they don't just mysteriously die in prison or fall out of the aforementioned windows
