So he's saying A) Immigrants are a negligible number of people, and B) only 3 - 4 out of every 100 people you see is an immigrant. Which makes this stupid. Now let's go big. 10 million. That cuts 20% of England's population, and that will cause... we'll say very noticeable problems. Imagine 1 out of 5 people at every job in the country disappearing.
