There's a lot of space in the US, and we don't have to start with high speed rails to be useful. I can guarantee you a train between Rexburg Idaho and Provo Utah, would have a significant amount of ridership. There are lot's of places a train would make a major impact, but ultimately we lack the public will. America is so trained to think cars are superior, that as a culture, we prioritize infrastructure that is less efficient.

Cost is a red herring. It's about consistent ongoing government investment. China has been building out this system for decades and it's all sorts of trains at all sorts of speeds. The US doesn't have to start with expensive bullet trains to build a useful system. The main issue is sections of US leadership have been trying to dismantle transit (Amtrak) in the US instead of build it. The US would rather give tax cuts to companies that build out infrastructure.
