I think of it this way. Say a female Minister resigns, and the possible replacements are a gay Aboriginal man and a white hetero woman 1/2
Furthermore, the positions he gave the women in cabinet as well as cabinet committees were the lower priority ones. He went for symbolism.
Statistically more of the women were rookie MPs while the men were long-serving (e.g. Dion, Garneau etc.vs McKenna, Joly, etc.)
Or black, asian, LGBT, etc.? Really, quotas just prioritize what type of discrimination you want to take purely symbolic steps against
