You close the loopholes. Need an Amendment banning Citizens United then any business that tried to move to a tax haven will have to sell its assets to companies that wish to stay in US. Also letting these large corporations fail and fall would increase innovation.
Facebook is probably the worst company out there of it's size. There is nothing innovative. It provides 0 benefits to society. The stock is literally held up by boomer investors.

It doesn't have to make a profit just increase the value of the stock until the main investers are rich then they can jack up prices and become profitable. They are prerevenue and when they start to IPO it will make a ton of new billionaires out of nonsense useless tech.
