First of all, there are exceptions, if you make 390k you're working your ass off more than most people. Pay more for working harder?
The problem is this dosen't affect middle to lower class or the upper clasit specifically targets people trying to go from middle to upper.

I make 390,000 a year and decide to stop trying to advance in my feild because the amount of extra work isnt worth the payout.
