If I was in the military, I'd maliciously comply at every opportunity. I'd lose t shirts into toilets, accidentially leave info unredacted and overall let them fail. I'd be as effective as their "qualified" leaders.

It also sounds like the state halls/booths are really pitiful. I have been hyperfocused on local history for Missouri lately and read descriptions of the worlds fair in St Louis in 1904. I'm not saying I expect it to be as grand or expensive as that fair was but they could have really gone so many directions with the state exhibits and celebration of human and American achievements.
