You need regulations to be in place that help lower the barrier of entry into the market, and resist against monopolization. That way people with innovative ideas have an actual opportunity to get those ideas into the market, and arent just captured and killed by the big players already in the market. And having social safety nets like universal healthcare also helps people take the risk of starting a business.
