Maybe they are doing it because they have a strong sense of justice and can't let things go, maybe they are trying to control other students, who knows. Some of the most frequent tattlers I have ever met were bullies who used staff as weapons to punish classmates who wouldn't do what they wanted. I met these people as both a student and a teacher, it happens.
3/? a school/district rule to stop them having to employ enough people/hide a bullying problem/deal with rampant tattling. If this is the case, find a way to move to a better school or get ready for a long fight, administration changes slowly if ever. Possibility 3. This is a class rule, talk with your kids teacher about why this rule is in place, share its impact, ask for guidance. Most teachers want to help kids, they will probably work with you/explain, if not, talk with the higher ups. 3/?
