I would say, find out a way to send out anonymous warnings of what will happen. Then go for the top four evildoers, one a day, with more anonymous publicity each day. At this point, your publicity should be top of every newscast on the planet. After the four are gone, issue a warning to the remainder ("you know who you are") saying unless they do better you will continue. If anyone still steps out of line, use the fifth option, again with publicity.

I was walking here in Helsinki, Finland on the waterfront in the middle of the night, and I heard a sound I didn't immediately recognize, but instinctively knew meant danger. Hair on the back of my neck stood up. Only a bit later did I realize that what I'd heard was #lion sounds like this carried over the water from the nearby Korkeasaari Zoo island.
