You’re right. It’s a traffic calming circle at a two way intersection. Through lanes don’t have stop bars. Most likely for pedestrian safety

Did you use rattle cans or go the full bore HVLP sprayer and spray-able DIP?
It easily lasts 2 to 3 years if done and cared for properly. Some of the new protection sprays can extend it further.

I taught at a fairly prominent university, where I once spent 30 minutes explaining to a Comp Sci student how to email yourself.
