Since when does leave approval go to the CO. It should only go to his direct chain of command (I.e. his gunnery or 1st sergeant)

That is an option, make sure your car has space for both the battery and portable AC unit if you go the route. Don't forget about both 1/2
Its okay, You can definitely ask your local mechanic/electrician on how to set a portable AC unit up using a battery. I'm sure there's a way
Just because you're in the UK, doesn't mean you cant order something from the US.
I use one and also leave a big paper note in my window of my car. saying he has food, water and the A/C unit (--->) is blasting.
decent portable a/c units, but usually along with them you'll have to get a cigarette lighter port that transfers to a LCDI plug. 2/3
