They can be. I've had the same plate for over ten years and I've driven multiple cars in that time. The only reason I got a new one way back was that the plates themselves were damaged.
I worked everyday during the pandemic. It wasn't a vacation for me at all. Maybe for office workers it was a nice vacation. There was nothing good about it for me and my family.
