The best way I can think of to deal with someone like this if you spot them is to wait before crossing, straight up roll down your window and yell at them if they're going to cross or not. Their supreme court numbers a grand total of 9, who are supposed to be the final authority for cases across 51 states.The Netherlands barely hits 20 million. We have 12 provinces. Our "Hoge Raad" (High Council, literally) has 3 main 'Chambers', of 10-12 members each. Then there's another dealing specifically with cases involving judicial personnel. THAT is a court.
3-5 minutes, yes, 8 minutes is pushing it. I'm also just referring to wikipedia so Idk how accurate it is. But remember, Otters are primarily river animals. Rivers aren't that deep, generally you can dive to the bottom and swim back up in a minute or so. Only when they get close to the sea do rivers go much deeper. Lakes are different but even then Otters aren't bottom feeders.
So how did you manage it? Neither the carrot nor the stick worked for us, catching him scratching the couch seems to have achieved nothing, spritzing him with water if he does it did nothing, rewarding him for the few times he used the post did nothing, we got a specific scratching board that we hung off the couch in the spot he liked to scratch, and he promptly ignored it. So I'm curious.
And to take a deep breath, I imagine. Otters are mammals, and not ones that are known for being able to hold their breath THAT long. 3-5 minutes is their range, some as long as 8. Still risky when you're swimming under ice though.
He's determined to leave a lasting mark (stain, really) on the country and its history, no matter the cost. He doesn't care about consequences, he won't live long enough for someone to finally man up and serve them to him. So many people in my environment with better dental hygiene and lower sugar consumption than me have needed root canals or similar stuff, meanwhile I've not even needed a filling in over a decade. Only correlation is that I have my tonsils and they don't.

Having done a quick search, destruction multiplayer is being rolled out in some multiplayer shooters, but I think the second issue is designing and balancing around fully destructible environments.
Which in turn means that every additional player means additional workload. With decent optimization you can make it a lower additional burden per player, but in general every additional player still means additional strain. So you have to choose between charging players on a monthly basis or publishing a server kit and hoping people host their own games, or somehow make it all Peer2Peer.Paired with higher expectations of geometry in the first place, and things become iffy.
Probably because it's not all that profitable compared to the hosting costs. If you make a singleplayer destruction game, the load is borne by the client, so you just have to be careful to keep it within the boundaries of a player's likely hardware.In a multiplayer game, a large portion of the burden will be on the server, because even if most of the physics calculations are done client-side somehow the server still needs to sync up the destruction for all the players.
Planets, and Pluto, and Ceres you mean? The latter two are both Dwarf planets.
