Grating is for loose boxes. There could be slats in there for the pallets to rest on, but those only REALLY work with "block boards" - pallets that have a continuous perimeter on the bottom. Those slats introduce their own issues, like making this recovery impossible while not preventing this problem for the type of pallet it happened to.
