This is a phenomenon called meter creep. The check valve on the meter that prevents fuel from back flowing through the meter (what causes the display to tick up) has failed. Relatively simple fix for an experienced service tech. This is a mechanical failure and is not caused by the station owner.

This is a Gilbarco Advantage and is probably the most common pump still in use for skimmers. The door keys are widely available online-
