I can't tell you the historical context for sure, though I suspect I could guess well. It bears noting that in softball, the ball is much larger than and half again as heavy as a baseball. The physics are the same, but the effect is a much shorter hit and slower delivery. Also, softball pitchers tend to be able to throw hard the whole game, as the body mechanics of underhand are usually less impactful on the shoulder than overhand baseball pitches.
