Structural Eng here. Looks like that bottom mat was just shrinkage steel. I don't know anything about historical post-tensioning though

As a Canadian, you made the right decision.

As a Canadian, the 100's do actually smell like maple syrup, but it fades over time. The 20's and 50's don't smell... that I have noticed..
