They also put a free item up in the shop every day (Sometimes is a more disappointing item) so it isn't hard to get them.
You buy them with bullion so it depends. SBQ fight gives better repair kits. You also can just take a minute and scrap, repair, or eat
Don't know why you have quotes there. Nothing consumable from the shop is anything you can't get in game for free and are not worth it.
It's all cosmetics and convenience. Never was anything else.
