The very existence of a Flock network is a howling fourth amendment violation. Private cameras are one thing, but once you allow them to communicate and cross reference it becomes worse than having a cop follow you every day. One NSA higher up testified before congress that "meta-data" from a person's phone is more invasive than literally having an investigator follow a person with a notepad writing down everywhere they went, who they called on the phone, and who they visited. Flock is worse.

You don't have to look people in the eye. Focus on the bridge of their nose or the bottom of their forehead between the eyes and they'll think you're making eye contact but it's not uncomfortable. It's a vertical line following the bridge of the nose that's about an inch long. With practice you can do it quickly before your eyes are drawn to theirs.

And the only way that we know is that officer put it in his written justification for the search; if he had said something like "welfare check" we'd never know. If Flock gets a foothold in Mexico and Canada, the search network might actually become international if Flock comingles country data the same way the seem to treat state data.
