Thats an interesting question. When does a country become a democracy? If its with universal sufferage, the US wasnt a democracy till 1965!
Britain introduced universal sufferage between 1920-1928. But England has been a democracy (in some form) since 1688.
Why the downvotes? A cursory google shows at D-Day all Navy forces, 2/3 Air force, 5/7 commanders and most land forces were British Empire.
