Well, the stated purpose is so that if you (simplified) have two projects, one has a 200 dollar profit and another has 150 dollar loss, you don't have to pay (40% of 200) 80 dollars of taxes when your actual profit is (200-150) 50 dollars. Then your actual net profit would be (50-80) 30 dollar loss.With a writeoff of the losses, you're only taxed on the sum profits of everything put together, meaning (40% of 200-150=50) 20 dollar tax, so (50-20) 30 dollars net profit.
That comment simplifies it a bit. Example: movie finished with 100 million production cost, 50 million expected marketing cost, expected box office total after initial pre-screening says 150 million.
