Your post implies that the state of Israel was doing some noble act withdrawing from Gaza and were punished for it 18 years later. In that same year, whilst the left hand was "giving" the right and both feet were punching and stamping on Palestinians. In the 18 intervening years, they literally blockaded Gaza. The rockets aren't right, the terrorist attacks weren't right, but they're also "just shooting back" in the only way they can as a significantly weaker power.
... Pulled all 8500 settlers out of the Gaza strip whilst, in the same year, 15000 illegally occupied the West Bank.

If you've transferred the tension to a restraint that stops it unfurling, what do you suppose is going to happen when you release that?
You'd struggle to restrain them, as you couldn't as easily tension a longitudinal chain. Only then takes a heavy brake or acceleration and it's going flat, which could violently unwind.
