Theres a lot we dont know. Dogs been gone 7 months and its hard to tell its age, could be half that dogs life he's been without his owner, and we dont know what his life was like in that time. May have been living on the street and being treated poorly, or been taken in by abusive owners, any number of reasons he could be acting that way initially. Also you can see him warming up to the guy quickly, maybe starting to remember his scent, and at the end climbing on him and wagging his tail.
So the police drove next to the illegal march the entire time, repeatedly telling them to get off the road, rather than stopping the illegal march and arresting everyone participating. Then after the march was over and this lady is on the sidewalk where she's supposed to be, they come over to arrest her right after she gives a tv interview? Make this make sense.
Sympathy towards this man isn't even required to understand and agree with the point made in the OP, which is that Trump and Republicans dont actually give a fuck about cops despite what they say. This man was beaten nearly to death by an angry mob of Trump supporters, while on duty as a cop, and it doesn't matter to them because that angry mob was there to serve Trumps will, which is the only thing they actually care about, because that's how authoritarianism works.

It also serves the purpose of creating a known 'enemy' in people's minds that they can later label anyone who resists their fascist tactics with. There is no organized antifa or anything remotely like what they describe, but as they become more violent and aggressive, there eventually will be organized resistance groups forming and they know it. All Trump has to do now is call them Antifa, something he's already labeled a terrorist organization, and send in his goons in to murder everyone.
