I work locally for a pyro company on a freelance basis so yes
for anything more dangerous a senior pyro is required each level of certification requires certain training testing and experience
once everything is deemed set and safe people can be near but general rule of thumb is pattern distance times 3 for a safety zone
generally we work in areas kept off limits to the public until everything is set[1/2]
