Or, here's a thought, how about not speeding enough to get the tickets that require these devices. You make it sound like it's a simple 10 over infraction... The tickets you have to get are for serious infractions. So yeah, they aren't taking away the cars, they're trying to stop idiots who race their old cars.

More than likely, he is holding on to these files because they have dirt on his colleagues. Fellow Republicans everybody. If he has to give that up he loses all of that dirt and now they don't have to be subservient to him like they are right now.
