Only kind of true. LA gets 40% of its water from NorCal. At the time of the fires, all local reservoirs-- where they keep that and other imported water-- were already above average full. So, if you "open the tap" where are you going to put that water? The Colorado River is SoCal's biggest concern for water, not the Sacramento River.
