You increase the cost of imported goods so that your domestically produced goods are bought more, stimulating your economy and creating a demand for local products. In our case, we've completely outsourced and destroyed local production to non-existence. Thus creating a stepping on a rake, or "stop hitting yourself" situation. Fun stuff.
