You do not need Steam to play HD2 on PC, the work around is the same as accessing MMOs in regions you're not supposed to have access in. As for Asian MMOs, these servers are directly licensed to specific regions. The numbers of people doing the work around are lower because the games are either not marketed to outside audiences at all, or have their own western servers. However, there are plenty of people that still fake their location so they can play on Asian servers from outside of the region, I've bought mobile numbers to do this myself for specific games.
It's not single digits, Steam banned over 20,000 accounts for spoofing their location for HD2, and that's just the ones they caught doing it with shit VPNs.
