The @ is for authentication, but used in this way so that it looks like an article, but is actually ignored and you're just sent to wherever that URL shortened address takes you. More likely to be a virus infected website.

I may be failing to understand, in the UK we register to vote. Then we vote for who we want. No-one can know who we voted for unless we decide to tell someone. Do you have to decide and advise who you are voting for before you vote? Wtf is up with that?
