Actually, the shot is characteristic of a well trained range shooter, but not a sniper. Sniper's never aim for the head. Snipers aim for the chest. Without being able to see the sight and review the evidence, I'd guess that the shooter over est the range (aiming too high), forgot to compensate for the bullet drop (shooting from an elevated position) and aimed for center mass. The shooter missed the "target" and hit Charlie Kirk. It was just coincidence that he hit him in the neck. IMHO
