To be exact, 95 doesn't mean "has 95% iso-octane", but "when it comes to knocking, the mixture of substances in this fuel behaves like a mixture with 95% iso-octane". Europe bases the calculation on a cold engine running at idle with cold air coming in. US bases it on a warmed up engine running at some load with warmer air intake (which means more knocking which means the mixture acts like a mixture with less iso-octane).
