I don't know about Canada at large, but here in southwest BC, they're pretty common. They hang around dumpsters a lot. They're effective scavengers, I think they mostly live off of roadkill pigeons and the odd fish.

It's somewhat plausible. Someone who doesn't exercise AT ALL is not going to have great muscle mass. He could be a VERY fat 238. Someone who's 238 can also be stocky and trim.
