Where and what office? Obviously this is going to vary by state (and President has its own rules) but here in Ohio the filing fees IIRC are at most $150 for the top spots (governor, senator, etc.) and typically less than $100.

What's wrong with that? Not all insurance has pricing issues like healthcare. Malpractice insurance is expensive because lawsuits are ruinous. And I want them to have it so if they make a mistake there is money available to fix it.

You are inserting a lot there. Certainly stupid ideas can be popular, but good ideas can be popular too. What kind of crazy government do you imagine wouldn't care about what people want or need when considering policies etc.? In this context it means they are trying to claim of the mantle of the "people's will" in a general sense. It can also mean "lets focus on stuff that polls well" which is probably what you are thinking, although I would hesitate to call it stupid without nuance.
