Watch old bbc shows, the film they used has lots of these kind of lense flare effects whenever a light on the screen moves around. Also could be a wire very close but not touching, more context needed.

I paid once for rdr2 and it was a delightful experience from start to finish, story, writing, acting, and beautiful locations. You can ALSO enjoy those indie games (the ones that are just asset flip early access cash grabs). So you can buy 10 games you'll play for a bit AND one big game you can spend a lot of time in. Would you like to have your cake and eat it too? You can just do that.
