It depends on several factors: how many died in the crisis, how much money was lost in the crisis, and can the blame for the crisis be hidden. We are losing people to AI already thanks to self driving cars but not in large numbers. We lose small amounts of money because we don't count what AI does to the environment. If an AI hacked all the dams on the continent and the flooding killed thousands, AND it couldn't be blamed on something else (China, Russia, etc) then you might see a response.
