No, level 1 charging is a bog standard 110v outlet.
Even if you want a Level 2 charger you may be able to use a cheap switching box to share the circuit with an electric dryer.

For comparison: An EV cost 3 or 4 times LESS than that per mile, when charged from home (if you drive less than 40 miles per day, you can easily charge up your car at home overnight with just a normal wall outlet)
EV cost per mile of travel: $0.03 to $0.06
ICEV cost per mile of travel: $0.12 to $0.16
In other words: you could drive 70 to 90 miles for the same $4 in an EV.
If you are shopping for a car and have a normal outlet where you'll park it, there's little reason not to get an EV.
