These specific people? No clue. Best guess is either 1 Didn't file the paperwork they needed to while they were in or 2. comitted a crime 2/
If you do the paperwork and don't get kicked out that is how it works... i've met many many people who joined for that reason

During initial training you get a chance to file the paperwork, and I assume you can file for it anytime after if you haven't done 1/
It is still illegal, you will still be arrested and go through some aspect of the justice system. After that you get a second chance
or pay a fine ($100 maybe?) and go to rehab. Saying it has been legalized is going to make people resist when a cop finds it on them. 2/
While I don't agree with the law that passed (I live in OR) it's not legalized. Please stop saying it is. Penalty is either go to trial 1/
