It's intended to be a compliment, yes, we can all see that. The compliment seems to be that they're impressed with the cosplayer's ability to appear as though there isn't a soul behind their eyes, which is skillful since they're a real person with a real soul. Instead the compliment reads as though they think this real person doesn't have a soul. Similar comments get applied to sex workers that have "seen too much", that they think they're dead inside and lesser than other humans because of it.
