It's all silly at times, especially when it just creates division for the sake of a few who want to debate details rather than use it to find inner peace. In turn those are the people who end up writing the rules, preaching and teaching and furthering something that eventually turns into conflict.

this isn't a traditional main disconnecting style but a very common way and my guess it's because it saves a buck on the manufacturing side. you basically back feed the panel. Common for Eaton/Cuttler and Siemens panels especially.
That's the main breaker feeding the panel so you either need to disconnect the panel somewhere else or pull the meter. Shutting off the breaker that's arcing will still have the conductors be live. Aluminum feeders need extra attention and proper torque settings for things like this to be avoided.
Finish the outfit off with a composite pair of safety boots instead of exposed steel toed
It's kinda similar to the frustration in Canada, east provinces call it, west just takes it with very little say or weight on the outcome.-1
