I'd agree with you 3 years ago. Software was optimized in JellyBean ala Project Butter and it's been smooth ever since.
that being said. with over 1 billion worldwide android users, over 700 million are on the at least the previous version APIs
20% are on the most recent version. >50% on the last version. it's not nearly as bad as your market share chart might lead you to believe.
