It is insanely rare. In fact, it's insanely common for victims NOT to speak out because of backlash and not being believed in the first. So, we're not attacking a person. We're pointing out this talking point is irrational.
Those situations don't typically arise. There is no cost elsewhere, because there's rarely a need? It's quite easy to respect boundaries and avoid uncomfortable situations, in my experience.
