not really shearing, more like a precise cracking, if you score a paver and use a tool like this, it will crack and break roughly right on the line. a more crude method can be used by using a sharp tool to score a line into it just deep enough on either side (like a mm is all you need), then smack it with a hammer, the weakest points of the paver will snap, you will get mostly the shape you need. ( I did not have the above contraption but managed to pull this off for a small paver wall)
