Not much toxic in that rocket to my knowledge (maybe a bit in the seals and lubricants, and maybe some of the plastic parts). Structurally it's steel with some carbon fiber tanks, and uses methane and oxygen as propellant.

At a guess, those are blanks designed for such a weapon (and likely use lightweight wooden "bullets" that disintegrate after exiting). IANA_
