When people see photos or short video clips on the internet, they fall victim to the assumption that all relevant context is included in the clip, and that they are fully equipped to judge the situation. This is generally not the case, and the benefit of the doubt, except in cases of egregious incompetence, would go to the person in the situation and not the one who watched 3 seconds of video.
I don't know what's going on, but I assume everyone is incompetent but me!
