technically, under what happened with Bush, he doesn't need approval for strikes (at least for 60 days) BUT he's telling Congress to get 1/2
*shrug* say what you will, but I'd prefer all my elected officials get a say in this, as opposed to one person.

what I find most ironic is that if Obama didn't ask congress everyone would say "how could he dare not ask congress? 1/2

concurrently, Bush announced to the UN that the US was withdrawing from the ABM treaty and the Kyoto Protocol without consulting congress
right, but only after he declared war, and went to the UN asking them to help fight the war. THEN there was a congressional resolution.
let me be clearer: he formally declared war, asked for the UN's assistance, then went back and congress voted.
